The technology, different from the existing one dependent on ground reservoir only in intermediary and mountainous areas, is based on both ground and underground dams.

It does not need enlargement of already built ground dams but lowers new dams more than half, while fully irrigating fields.

As the new system requires less expense and manpower in underground dam building, it can be set up by a farm without any state investment.
