Chairman of the All India Indo-Korean Friendship Association P. Shiv Shankar, former foreign minister, and Anatoli Dolgachev, chairman of the Far Eastern Association for the Study of the Juche Idea and the Songun Policy of Russia who is first secretary of the Maritime Territorial Regional Committee of the Young Communist League of the Russian Federation, were elected chairmen of the preparatory committees.

The committees decided to hold colorful political and cultural events on the occasion.
