He said that to carry out this work well is essential for meeting various challenges and ensuring the absolute leadership of the party over the army. He underscored the need for the units at different levels to strengthen the building of the leadership of the party committees by regarding it as a fundamental requirement to have a main grasp on acquiring ability and progressive ideas and arm themselves with theories as instructed by President Hu Jintao and the Central Military Commission.

He called for steadily increasing the creative and combat capabilities of the party organizations by stepping up the construction of grass-roots level party organizations in order to promote the scientific development in building units and provide a firm guarantee for faithfully carrying out the mission of the Chinese army.
