Japan chided the Russian government's measures to consolidate the sovereignty over the Kuriles. In this regard, he termed the accusation "an unsuitable protest" and "undiplomatic behavior".

He held that even a continued discussion on the territorial issue under the present situation would not open a prospect.

He clarified the stand of the Russian government that the discussion on a peace treaty would be possible when Japan neither puts up preconditions nor unilaterally links them with history.
