The notice underscored the need for the party committees and political bodies at all levels of the whole army and the armed police units to consider it as their immediate important political duty to inform their officers and men of the spirit of the recent session and let them study it.

The notice stressed that they should put main emphasis on studying the important address made by President Hu Jintao at the plenary meeting of the CPLA delegation to the Fourth Session of the 11th NPC, pursuant to the unitary instruction given by the Central Military Commission, in particular.
