The rules are aimed to implement the state's basic policy on valuing land and making an effective use of it and steadily protecting arable land, standardize the activities for land reclamation, strengthen the land reclamation and management and raise the effectiveness of land use.

Meanwhile, the regulations on land reclamation published on Nov. 8, 1988, are abolished.
