The white paper said that China has invariably called for a total ban and thorough elimination of nuclear weapons, adding that it has never evaded its disarmament commitment as a permanent member of the UN Security Council and a signatory to the NPT but pursued an open, clear-cut and responsible nuclear policy.

China recognizes the fact that the world missile defence program upsets the international strategic equilibrium and stability, is unfavorable to the world and regional security and adversely affects the nuclear disarmament process, stressed the white paper.
