Such actions are a breach of the UNSC's resolution 1973 calling for protecting civilians, he noted, adding that some countries are misusing the resolution, taking advantage of the fact that its paragraphs are so ambiguously worded that they can interpret the standard for use of force.

Holding that it is the best way to put an end to the military actions against Libya and immediately start dialogue with it, he stressed that Libya should be left to decide its future by Libyans themselves free from foreign interference.
