He, delivering a concluding speech at an enlarged meeting of the Presidium of the Central Committee of the Workers' Party of Korea held on April 7, Juche 50 (1961) in Pukchong County, South Hamgyong Province, indicated ways for developing fruit farming in the country.

After the meeting, he took measures to bring into full play the zeal of the agricultural working people, strengthen nationwide assistance to fruit farming and introduce machines and chemicals in fruit culture on a modern basis.

He also took measures to replace existing fruit trees with those of good species and organize a pomological institute and experimental farms.

Under his leadership, orchards covering tens of thousands of hectares were newly cultivated throughout the country in 1961 and the area of fruit farms increased 1.5 times in 1963 compared with three years ago.
