S. Korean Authorities Censured for Derailing Tour of Mt. Kumgang

Pyongyang, April 16 (KCNA) -- Some time ago, the Korea Asia-Pacific Peace Committee declared the stand that it would terminate the validity of the provision of the agreement on tour of Mt. Kumgang signed with the Hyundai side, which calls for granting it monopoly over the tour, and the DPRK would take charge of the international tour through the areas of the north side. However, the south Korean authorities call for repeal of this stand for no ground, asserting that it is "unacceptable" as "violation of the agreement". In this regard the DPRK General Guidance Bureau for the Development of Scenic Spots issued a detailed report on Saturday to explain why this step was taken and condemn the south Korean authorities for creating the present crisis. The report cited detailed facts to prove that the south Korean authorities are chiefly to blame for derailed tour of Mt. Kumgang. According to it, the tour started in November 1998 after the DPRK accepted the request of the Hyundai Group. But the separatist forces of south Korea, who were displeased with the tour at its very start, had made desperate efforts to block it. In 1989 the then military dictatorial regime of south Korea trampled down the protocol on the tour of Mt. Kumgang, which was signed between the KAPPC and the Hyundai Group for the first time, delaying the tour for several years. It became possible to open the way for the tour after the change of the regime in south Korea in 1998. But the group of the "Grand National Party", reduced to an opposition party, stood against the tour, claiming that the cost of tour could be used "exclusively for military purposes". The south Korean conservative authorities unilaterally declared the suspension of the tour immediately after the occurrence of the tourist accident in July 2008. In October last year and January this year the DPRK side repeatedly proposed working contact for resuming the tour of Mt. Kumgang but the south Korean authorities refused to respond to this proposal. They persistently barred the Hyundai side from even meeting with the DPRK side, thus making it impossible to hold contact between the business parties for the tour. Moreover, they raised the nuclear issue and the cases of warship sinking and Yonphyong Island shelling as preconditions for the resumption of the tour th accepted the request of the Hyundai Group.
