Attending there were representatives of civic and public organizations and political parties including the Confederation of Trade Unions, the Federation of Trade Unions, the South Headquarters of the Pan-national Alliance for Korea's Reunification and the Democratic Labor Party.

Speakers at the rally noted with resentment that the rally the workers' organizations in the south and the north planned to jointly hold on May Day could not take place owing to the desperate efforts of the authorities and they were compelled to hold rallies separately. They warned that history will certainly judge the present authorities for ruthlessly dampening the desire of the workers for independent reunification.

They called upon all the workers to make louder the sound of hammering for independence, peace and reunification with the stronger will to open a new phase without fail in bringing the present grave situation under control.

They declared that they would wage a more dynamic struggle to thoroughly preserve and implement the south-north joint declarations and achieve contact, cooperation and solidarity with the north.
