The advice asked for adherence to the principle of people first and governance for the people in establishing the proper attitude toward the government work and the administration and concentrated efforts to settle the salient problems reflecting the mindset of the masses.

It also stressed the need to forge closer ties between the party and the government and the people and thus provide sure guarantee for smoothly carrying out the 12th Five-Year Plan and facilitating the admirable and rapid socio-economic development.
