Noting that Chongwadae announced the results of reshuffle that day, the commentary charged that the authorities let those responsible for the administration failure, including the director of the Intelligence Service and the minister of Unification, stay in office, thus turning aside the public sentiment shown in the April 27 by-election.

The person, designated as minister of Planning and Finance, in particular, has come under bitter criticism by the labor circle for his full support to the present "government's" anti-worker and pro-big business policy, it pointed out, saying:
