He underscored the need to faithfully fulfill the solemn pledge to remain police for people's security under the new historic conditions and thus build upright and honest police ranks which may satisfy the people and greet the 90th anniversary of the foundation of the Communist Party of China with a fresh image.

He urged the leaderships of the public security organs at different levels and their leading officials to create a good police atmosphere by effectively strengthening the party discipline and enforcing a clean-handed policy.
