The statement accused the Ministry of Unification of disallowing the visit to the north by a delegation of the south side committee to discuss the issue of the joint event marking the 11th anniversary of the joint declaration under the pretext of the "May 24 step".

The inter-Korean relations were brought to a collapse and the situation developed into military clashes mainly because of the policy of confrontation with fellow countrymen enforced by the present "government", it noted, and continued:

It is hardly understandable that the "government" blocked the non-governmental exchange and contact with the north, talking about the "state of the inter-Korean relations."

It demanded the authorities unconditionally allow the contact with the north proposed by the south side committee.
