Members of the People for Achieving Peace and Reunification staged a demonstration outside the building of the puppet Ministry of Defense on May 26. They brought to light the unreasonableness of the reform proposal set forth by the authorities and strongly demanded its withdrawal.

On May 17 generals on reserve duty of the puppet navy and air forces refused to attend a ministry briefing on the reform proposal.
