Noting that now is the busy farming season during which tillering and heading of early rice and transplanting of seasonal rice are going in middle and lower Yangtze River areas, he stressed the need to pay attention to the impact on agricultural production by drought, confirm the area for rice cultivation and manure crops in a proper way.

He called for stepping up the plowing and rice transplantation across the country and planting other seeds in time in the paddy fields where rice-transplantation is impossible due to drought.
