It was attended by heads of state of 26 countries which joined the East African Community, the Southern African Development Community and the Eastern and Southern African Common Market.

An agreement on building a uniform free trade zone was signed at the summit. It agreed on the program of the future summit to remove the trade barrier, tariff, etc.
