The President told the meeting that the popular masses are responsible for the revolution and that the Korean revolution should be undertaken by the Korean people to suit the actual conditions of the country.

He also defined the character, main tasks, motive power and target of the Korean revolution and put forward a Juche-based line and policy of the revolution.

In that period the Japanese imperialists were intensifying suppression and plunder in Korea, their colony, as part of their preparations for an aggression on the Asian continent.

Such being the situation, the Korean people began resisting the Japanese imperialists by violence but failed as they had neither outstanding leader nor correct line and policy.

From the early period of his revolutionary activities, Kim Il Sung had rejected flunkeyism and dogmatism and established a correct guiding idea of the Korean revolution suitable for the specific conditions of the country.
