Pyongyang, November 25 (KCNA) -- A seminar on the subject of "Lessons of Yonphyong Island shelling incident and tasks for realizing a peace agreement" was held in Seoul on Wednesday under the co-sponsorship of such south Korean organizations as the People for Achieving Peace and Reunification and the Institute for Peaceful Reunification Studies.

The speakers at the seminar said the Yonphyong Island incident was caused by the "May 24 Measure" taken by the south Korean authorities who coiled up the tensions by staging military exercises against the north.

The confrontation policy of the authorities was immediately behind the case, they deplored, clarifying it wouldn't have occurred had the June 15 Joint Declaration and the October 4 Declaration been carried out.

The authorities, however, are trying to shift the responsibility for the incident on to the north, they said.

They called for implementing the south-north joint declarations to the letter for the peace on the Korean Peninsula.
