Moscow, December 9 (KCNA) -- Dmitri Rogozin, permanent representative of Russia to the NATO, in a recent interview with ITAR-TASS expressed the stand of his country not to allow the NATO's arbitrary practices.

Russia can neither accept nor subscribe to the NATO turning into the West's "surgical knife" cutting alive countries out of its control, he said.

Russia considers NATO centralism to be unpardonable, he added.
