Pyongyang, December 26 (KCNA) -- The All-People Council for National Reconciliation and Cooperation of south Korea on Dec. 25 accused the authorities of their unethical action taken to block a condolatory visit by a non-governmental organizations, according to south Korean KBS.

It recalled that though the organization is striving hard to dispatch a mourners' group of non-governmental level, the "government" has not yet allowed the visit, claiming that "it is hard to change the already fixed principle" and the like.

It has, in fact, become impossible to implement the plan to pay a condolatory visit during the mourning period, the organization said.

It warned the authorities that the issue of mourners' group should not cause serious consequences to the society.
