The law consists of seven chapters and 68 articles.

The adoption of the law will help develop higher education with a strict system and order in the management, teaching and scientific researches of higher educational institutions. It is also conducive to bringing up many able scientists, technicians and experts with a high degree of political and ideological quality and a high level of scientific and technological knowledge and creative ability.
