The leadership of Palestine Liberation Organization (PLO) said in a statement that the failure was because Israel insisted on the continuation of settlement and rejected the two-state solution based on the 1967 borders.

"The meetings in Amman revealed Israeli government's insistence on one plan only, which is seizing most of the Palestinian territories and establishing an apartheid regime that tears the West Bank's unity," said the statement.
