Present at the gathering were heads of state and government representatives of ALBA member nations.

The summit dealt with the matter of strengthening cooperation between the regional countries in political, economic, military and other fields.

Its participants decided to set up a joint Defense Council to cope with the West's escalated interference and neo-colonialist actions as well as to create a common economic zone for ALBA.

And they decided on seating Haiti in ALBA.

At the end of the summit they adopted documents including a special statement demanding the release of the Cuban Five who are unjustly imprisoned in the United States.
