The statement expressed its regret at the fact that Japan openly emphasized its stand of demanding "return" of Southern Kurils under the jurisdiction of the Russian Federation.

It stressed that meetings being held in Japan for the return of "northern territories" cannot be a good way for the bilateral relations.
