The letter said:

Kim Jong Il was the most outstanding statesman who opened a new phase of the revolution with his brilliant wisdom, encyclopedic ideas and theories, rare leadership art and noble virtue for decades and performed immortal feats on behalf of the country and the nation, the era and history since he embarked on the road of the revolution in his early years.

Kim Jong Il was the lodestar of the country's reunification as he provided the June 15 joint declaration and the October 4 declaration, the reunification programmes common to the nation in the new century, thus paving a wide avenue for reunification, and an outstanding political elder who steered the international political trend in the 21st century, defending world peace and leading the human cause of independence to victory.

Kim Jong Il was the great leader of the Juche-oriented Koreans movement in Japan and an immensely tender-hearted teacher of the officials of Chongryon and Koreans in Japan.

Noting that it is the greatest fortune for the country, the nation and Chongryon to hold Kim Jong Un in high esteem, the letter expressed the will to strengthen Chongryon as a powerful overseas compatriots organization loyal to him.

Chongryon will commemorate the centenary of birth of President Kim Il Sung as the greatest holiday of the Korean nation and a jubilee common to humankind, and thus demonstrate internally and externally the patriotic loyalty of the Chongryon officials and Koreans in Japan carrying forward the bloodline of Mangyongdae and the tradition of Paektu without an inch of deflection, the letter concluded.
