They were a delegation of Koreans in Japan led by Pae Ik Ju, vice-chairman of the Central Standing Committee of the General Association of Korean Residents in Japan (Chongryon), a delegation of students of Joson University of Chongryon led by Song Su Il and Han Sung Su, vice-chairman of the Federation of Koreans in Australia and its representative.
