The work, published on June 25, Juche 62 (1973), clarifies the contents, significance and validity of the said policy.

The policy calls for defusing the military confrontation and tensions between the north and the south and realizing many-sided cooperation and interchange between them.

It also calls for convening the Great National Congress composed of representatives of the people from all walks of life and representatives of political parties and social organizations in the north and the south.

It envisages the establishment of a north-south federation under a single national nomenclature.

The policy calls on the north and south to work together in the field of external activities and enter the UN under the name of the Federal Republic of Koryo.
