Kim Il Sung's Feat in Democratic Reforms Pyongyang, March 25 (KCNA) -- President Kim Il Sung turned the DPRK into a country where the popular masses enjoy a genuine life as masters of society. After the country's liberation from the Japanese colonial rule, the President paid big efforts to enforcing democratic reforms, in order to provide the Korean people with socio-economic and cultural conditions for enjoying a new genuine life. With a view to carrying out the agrarian reform, before anything else, he put forward the slogan "Land to the tillers!" Peasants made up the overwhelming majority of the population in Korea at that time. He personally went to local rural areas, including Taedong County, South Phyongan Province, to acquaint himself with the peasants' aspiration and confirmed by himself the objects of land confiscation, methods of land confiscation and distribution and ways of abolishing the tenant system for good. On March 5, Juche 35 (1946) the Provisional People's Committee of North Korea promulgated the "Law on Agrarian Reform in North Korea" at its Third Session. The promulgation marked a milestone in making Korea's peasants as owners of land, completely eliminating the landed class and putting an end to the feudal landownership in the country. After the agrarian reform, the President began the nationalization of major industries. With the slogan "Factories to workers", he encouraged workers to play a pivotal role in its realization. He promulgated the "Law on Nationalization of Industries, Transport, Communications, Banks and So On" on August 10, 1946. The law stipulated that the state shall confiscate, free of charge, all the industrial establishments, mines, power stations, railway transport, communications, banks, commercial and cultural institutions and others, which were owned by the Japan government, corporations and individuals and Korean traitors, and nationalize them. Meanwhile Kim Il Sung promulgated laws on labor and sexual equality, followed by democratic policies for education, culture, justice and prosecution, to provide the people with democratic freedom and rights in all fields. Under his wise leadership the democratic reforms were smoothly carried out, colonial and feudal remnants completely abolished, the national industry restored and national educational and cultural system suited to the people's democratic system built in a short span of time. Inspired by the President's idea and devoted efforts for the national prosperity, the Korean people turned out in the patriotic drive to develop the national economy and lay foundations for the country's prosperity, through various movements for building a new country. |
