The police authorities on March 21 declared the plaza in front of the Seoul City Office as a zone for "security guard."

The next day they deployed riot police in the areas around the plaza and the city office, rummaging even the personal belongings of the passers-by.

They are disallowing even the passage of the participants in the sit-in strike in demand of the guarantee of their vital rights through the plaza.

Meanwhile, the police issued b-class emergency order to various police units in Seoul, Inchon and Kyonggi Province on March 19 and they issued A-class emergency order to the police units in Seoul on March 23, ordering all the police forces in this area to be on emergency alert.
