In April Juche 82 (1993), he published a celebrated work "10-point Programme of the Great Unity of the Whole Nation for the Reunification of the Country", which elucidates the aim, ideological basis, principle and methods for national unity.

The President saw the great unity of the whole nation as a key to overpowering the anti-reunification moves of the separatist forces and giving momentum to the movement for independent reunification.

One day, he told an official by phone that the 10-point programme was based on the Ten-point Programme of the Association for the Restoration of the Fatherland calling on those with strength to give strength, those with knowledge to dedicate knowledge and those with money to donate money in order to put an end to the Japanese imperialists' colonial rule over Korea through the concerted efforts of all the Korean people.

He then suggested making public the 10-point programme at the Fifth Session of the Ninth Supreme People's Assembly of the DPRK scheduled for April 7, 1993.

Soon after it was released, all the Korean people at home and abroad praised the 10-point programme as the banner of reconciliation and unity and a blueprint for national reunification.

The programme serves as one of the three charters for national reunification, along with the Three Principles of National Reunification and the Proposal for Founding the Democratic Federal Republic of Koryo.
