A decree on awarding the prize was released on Mar. 29 by the Presidium of the Supreme People's Assembly (SPA) of the DPRK.

The SPA Presidium said in its decree that reflecting the unanimous will and desire of all the service personnel and people, it decided to confer the prize on Kim Jong Il who indicated the road for the Korean revolution and the times to follow with his encyclopedic ideas and theories and ushered in a shining heyday of building socialist culture in Songun Korea.
