A decree of the Presidium of the DPRK Supreme People's Assembly on conferring the order was promulgated on March 29.

The Presidium of the SPA in its decree said that reflecting the unanimous will and desire of all the service personnel and people, it awards Order of Kim Il Sung to Kim Jong Il who glorified the 100-year history of the sun's nation with victory and glory and laid an eternal foundation for the prosperity of Songun Korea by steadily advancing the revolutionary cause of Juche.
