I, on behalf of all the members of the Vietnamese Communist Party, extend warmest congratulations to you as regards the decision to hold Comrade Kim Jong Il as eternal general secretary of the WPK and your election as first secretary of the WPK at the Fourth Conference of the WPK.

The Conference, an event of great significance for the WPK, the government and people of the DPRK, was held on the occasion of the centenary of the birth of President Kim Il Sung.

On this significant holiday I send my warmest congratulations to you and, through you, to all the members of the WPK and the fraternal Korean people.

I believe that the WPK would register greater success in its work for socialist construction, economic development and the peaceful reunification of the country under your leadership.
