A Russian cultural delegation led by Alexandr Avdeyev, minister of Culture, and a delegation of the China Foreign Languages Press Publishing and Distribution Administration headed by Director Zhou Mingwei, arrived here Friday to attend the 28th April Spring Friendship Art Festival.
