The message said:

It gives me pleasure to send warm congratulations to Your Excellency on behalf of the parliament and Senate, government and people of the Kingdom of Cambodia, and on my own behalf, on your election as first secretary of the Workers' Party of Korea and first chairman of the National Defence Commission of the DPRK.

It is my belief that the DPRK will achieve greater development, prosperity and progress in all fields and victory in performing an important role in the region and other parts of the world under your outstanding leadership.

The peoples of the Kingdom of Cambodia and the DPRK, in particular, will achieve greater victory in boosting the solidarity and the historic bonds of friendly and cooperative relations between the two countries.
