The slogan carries the idea that all the officials should always put the people's interests above anything else in their activities and creditably implement the popular policies of the Workers' Party of Korea (WPK) and the state with the spirit of devoted service to the people. Also contained in it is the WPK's fixed will to give top priority to the people's interests and wellbeing and provide them with the best living conditions.

Regarding this slogan as his lifetime motto, General Secretary Kim Jong Il valued people much more than himself and put forward the popular masses before the state and society.
