It was disclosed that two officials of the ministry involved in the project for improving four rivers were detained by the prosecution for receiving bribes from a construction enterprise, it said.

It is deplorable to know that there are such dreary corners in ministries and agencies of the "government," the editorial noted, adding that people from all walks of life are critical of them, querying whether the above-said ministry is the ministry in name and reality or a ministry of scandals.

It called for taking the earliest possible strong measures to combat scandals.
