Present at its signing ceremony from the DPRK side were members of the WPK delegation led by Kim Yong Il, alternate member of the Political Bureau and secretary of the Central Committee of the WPK, and Han Pong Ho, DPRK ambassador to Laos, and from the Lao side Vice Prime Minister and Foreign Minister Thongloun Sisoulith, member of the Political Bureau of the C.C., the LPRP who is also chairman of its Committee for External Affairs, Sounthon Sayachak, member of the C.C., the LPRP who is also vice-chairman of its Committee for External Affairs and vice-minister of Foreign Affairs of Laos, and other officials concerned.

Kim and Sisoulith signed the agreement.
