Present at the service were Jang Ung, president of the ITF; Han Chun Hui, widow of late Choe Hong Hui; and her party, a delegation of the ITF, overseas Koreans staying in the socialist homeland and bereaved family members.

Also present at the service were Ryu Mi Yong, chairwoman of the Central Committee of the Chondoist Chongu Party; Kim Kyong Ho, chairman of the Korean Taekwon-Do Committee; Kim Jin Guk, director of the Bureau of Service for Overseas Compatriots; officials concerned and Taekwon-Do instructors and players.

The participants laid wreaths in the name of the Korean Taekwon-Do Committee, ITF, the Bureau of Service for Overseas Compatriots, Committee for Aiding Overseas Compatriots of Korea and individuals, bouquets and flowers at the grave of Choe Hong Hui before paying silent tribute to him.
