In the period he developed the WPK into the general staff of the Songun (military-first) revolution and remarkably enhanced its role.

He began his guidance over the Songun revolution with an inspection of the Seoul Ryu Kyong Su 105 Guards Tanks Division of the Korean People's Army (KPA) on August 25, 1960.

On the basis of analysis into the prevailing situation and the demands of developing revolution in the 1990s, he defined the Songun politics as the basic mode of politics under socialism and as the WPK's mode of guidance over the revolution.

He thoroughly established the system of the WPK's leadership over the entire army and thus brought about a new turn in strengthening the KPA into an army serving for the party and the leader. Considering the KPA to be the main force in building the nation, he trained it to be the strong army of Mt. Paektu intensely loyal to the Party, playing a key role in the revolution and construction.

He saw to it that party organizations at all levels oriented their activities to implementing the idea and line of the Songun revolution and learned from the KPA's enterprising and fresh party political work.

Thanks to his energetic guidance, the WPK emerged an ever-victorious party, backed by the KPA, and a strong party vibrant with the revolutionary soldier spirit and working style. The unity of the party, the people and the army around the headquarters of the revolution was cemented and the Democratic People's Republic of Korea turned into a full-fledged nuclear state and a military power.
