In the speech he clarified the five-point policy for Korea's reunification. The keynote of the policy is to defuse the military confrontation and tensions between the north and the south, realize many-sided cooperation and exchange between them, convene a Great National Congress composed of representatives of the people of all walks of life and representatives of political parties and social organizations in the north and the south, establish a north-south federation with a single name -- the Federal Republic of Koryo -- and enter the United Nations with this nomenclature.

For its patriotic intention, fairness and truthfulness, the five-point policy touched the hearts of all Koreans and displayed great vitality in the development of the north-south relations and the reunification movement.

In line with this policy all Koreans had worked hard to defuse the military confrontation and create peaceful preconditions for national reunification, defending the peace of the Korean Peninsula from the persistent war moves of the bellicose forces at home and abroad.

In the course, such agreements were reached between the north and the south as the North-South Agreement on Reconciliation, Nonaggression, Cooperation and Exchange.

The movement for national reconciliation, unity and reunification gained in scope and the June 15 era of reunification came to Korea with the idea of "By our nation itself".

All-Korean Committee for Implementation of June 15 Joint Declaration was also organized as a permanent nationwide solidarity body for the reunification movement. Since its birth the body has displayed its might.
