Present there were Choe Ryong Hae, member of the Presidium of the Political Bureau of the Central Committee of the Workers' Party of Korea and director of the General Political Bureau of the Korean People's Army, Kim Ki Nam, secretary of the C.C., the WPK, Ri Yong Su, department director of the C.C., the WPK, and delegates elected at provincial (municipal) conferences of the youth league.

Officials concerned were present at the conference as observers.

The conference decided on the agenda items "On the tasks of the Kim Il Sung Socialist Youth League to hold General Secretary Kim Jong Il in high esteem for all ages as the eternal leader of our party and revolution and accomplish the Juche cause, Songun revolutionary cause under the leadership of the dear respected Kim Jong Un generation after generation" and "On revising the rules of the Kim Il Sung Socialist Youth League".

Jon Yong Nam, first secretary of the C.C., the youth league, said in a report on the first item that the history of the Juche-oriented youth movement is a glorious history in which it has covered the road of one victory after another under the leadership of the President and Kim Jong Il.

He went on:

The President had regarded the issue of young people as an important one related to the success of the revolution and the nation's future destiny since the days he embarked upon the road of revolution and worked heart and soul for the development of the youth movement.

Kim Jong Il made sure that the youth movement developed into the most revolutionary one for successfully carrying forward the idea and cause of the leader and wisely led all the young people across the country to take the lead in implementing the Songun politics of the WPK, regarding the youth league along with the party and the army as a main force for accomplishing the revolutionary cause of Songun.

Kim Jong Un sent autographic letters to the young people with his loving care and trust, encouraging them to make a leaping advance towards new victory.

The reporter called upon all the young people to dynamically advance for a final victory.

The floor was taken by Ri Ung Il, first secretary of the Kim Il Sung University Committee of the league, and Ri Kun Chol, first secretary of the Pyongyang City Committee of the league, and other participants.

They stressed the need to develop the youth league into the one of the President, Kim Jong Il and Kim Jong Un in name and reality.

A decision on the first agenda item was adopted at the conference.

At the discussion on the second agenda item, all the delegates unanimously adopted a decision on revising the rules of the Kim Il Sung Socialist Youth League.

The decision noted that first secretary and secretary of youth league committees at all levels would be called chairman and vice-chairman and secretary and deputy secretary of primary committee and primary organization chairman and vice-chairman.
