Pyongyang, July 24 (KCNA) -- Rodong Sinmun Tuesday dedicates a bylined article to the 105th anniversary of the illegal conclusion of the "Jongmi Seven-Point Treaty" by the Japanese imperialists. It stresses the history of Japan's invasion of Korea should not be allowed to repeat itself. It continues: The treaty was an illegal and invalid fraud document in the light of international law. A treaty can become valid only when it is signed under the condition of equal sovereignty. The conclusion of the "Ulsa Five-Point Treaty" deprived the Ri feudal Dynasty of diplomatic right which was taken over by Japan. The "Jongmi Seven-Point Treaty" signed under such situation was, in fact, an illegal one unilaterally produced by Japan. Those who signed the seven-point treaty, governor Ito Hirobumi and premier Ri Wan Yong, were not invested with the right to sign international treaty nor were authorized by the state. Ri Wan Yong demanded King Kojong ratify the draft treaty at the beck and call of the Japanese imperialists but the king flatly refused both signing and stamping the document with his Royal seal. Under such situation, the Japanese imperialists announced that the treaty was concluded although it was stamped with only traitor Ri Wan Yong's seal. With the signing of the treaty Japan took hold of the right of administration of Korea. With nothing can it justify such crime committed through frauds and high-handed practices, the criminal act which can never be pardoned. The Japanese reactionaries have now gone reckless to reinvade Korea. The Korean people will force the Japanese reactionaries to pay a dear price for the untold criminal acts committed by the Japanese imperialists after putting the whole of Korea under their control for nearly half a century in gangster-like ways. |
