Present at the inaugural ceremony were figures of the society for the study of Juche idea of Japan and other Japanese people, officials of the General Association of Korean Residents in Japan (Chongryon) and Korean residents in Japan.

Keizo Sumiya was elected as its chairman at the ceremony.

It discussed the issue of intensifying the activities for the study and dissemination of great Kimilsungism-Kimjongilism in various parts of Japan.
