Present at the opening ceremony were officials of the government, media organizations and other officials concerned and masses in the autonomous prefecture, the delegation of the Publications Exchange Association of Korea and other Korean officials working in China.

At the ceremony the director of the Department of Culture of the autonomous prefecture and the head of the DPRK delegation made speeches. They were followed by the signing of an agreement on the co-management of the library.

A Korean book and photo exhibition opened at the library on the same day.
