Japan is entirely to blame for the complicated issue of Diaoyu Islands, Liang Guanglie declared, adding that China can never accept Japan's illegal method of "nationalizing" the islands.

China will closely follow the future developments, he said, stressing that it has the right to take a stronger measure.

He went on:

China is resolutely opposed to the U.S. claim that the U.S.-Japan security pact is applied to the islands. The U.S. should fulfill its commitment that it would not insist on its stance on the issue of return of the sovereignty of the islands.
