All Koreans are convinced that to achieve reunification by federal formula is the only way for peacefully reunifying the country in line with the nation's will and interests.

President Kim Il Sung put forward the proposal for founding the Democratic Federal Republic of Koryo at the 6th Congress of the Workers' Party of Korea on Oct. 10, 1980.

The proposal calls on the north and the south to reunify the country by founding a federal republic through the establishment of a unified national government on the condition that they recognize and tolerate each other's ideologies and social systems, and set up a government under which the two sides exercise regional autonomy.

The proposal is a great programme common to the nation for achieving the peaceful reunification of the country by the concerted efforts of the nation.

The nation can achieve independent reunification, peace and prosperity, its cherished desire, only when it realizes reunification by federal formula.

If national reunification is achieved by federal formula, the Korean nation will establish sovereignty throughout Korea and realize great unity as a homogeneous nation and the country will emerge an independent, peace-loving national unified state. The reunified federal state will not violate the interests of the neighboring countries.

Reunification by federal formula will contribute to defusing the constant danger of war prevailing on the Korean Peninsula and ensuring peace and security in Northeast Asia.

Federal formula will always remain the only way of achieving peaceful reunification no matter how the situation and circumstances may change.
