It said that the adoption of the declaration marked an event of epochal significance in the struggle for independent and peaceful reunification of Korea.

It went on:

The October 4 declaration fully embodies the idea of "By our nation itself!" clarified in the June 15 north-south joint declaration, the great programme for the independent and peaceful reunification of Korea.

The declaration was adopted thanks to leader Kim Jong Il who was possessed of noblest patriotism.

Were it not for his Songun policy, the declaration would not have been adopted.

The Lee Myung Bak's puppet regime in south Korea totally negated the June 15 joint declaration and the October 4 declaration and blatantly trampled down upon the spirit of the declarations after coming to power.

It has also resorted to the hostile policy toward the DPRK and the moves to unleash a new war against it.

Unless the Lee group of puppets is eliminated, it will be impossible to realize the independent and peaceful reunification of Korea.

We fully support the heroic struggle of all the Koreans for driving the U.S. forces out of south Korea and thoroughly implementing the October 4 declaration by the concerted efforts of the Korean nation.

We are confident that Korea is sure to be reunified under the outstanding Songun revolutionary leadership of the dear respected Marshal Kim Jong Un.
